federal agents have not released any details on the possible shooter. also, a developing story in montgomery county. pepco is working to get two traffic lights back on after power outages knocked out two dozen lights around rockville pike around 8:00 this morning. the outage blamed on t downed power pole. 700 people without power at the peak. 400 customers still waiting for the power to be restored. the focus right now is getting the traffic lights in service. problems from the rain this morning, this is an ambulance flipped over on 270 near urbana. brad bell sent this picture moments ago. we are still gathering information on any possible injuries. we don't know if a patient was. inside at the was -- we don't know if a patient was inside at the time.

it's been a dreary day across the area. looking at the capitol right there. we could see more rain before the day is over. we have a clear shot of the capitol dome and in. that in jacqui jeras? >> we have incredible downpours earlier this morning and still a couple spots dealing with heavy showers. let's look at live super doppler. looking at some rain. heavy rain around mcclain and towards bethesda, potomac, and wieden -- wheaton got hit earlier this morning. we have got about a half-inch of rain at reagan national. and more in culpeper. we will see more showers this afternoon, but it will not be as heavy export as frequent as this morning. this is affecting much of the east coast.

vice-president biden will take the stage at an event surely in charlotte. it's the first of his two plans stops in north carolina today. michelle obama has a speaking appearance in cincinnati. early voting started in ohio this morning. more shots fired in maryland. protesters urging people to vote against question 7 on the november ballot. some of the protesters may have had an ulterior motive. brianne carter has the story from upper marlborough. >> with their signs and shirts, dozen people showed up outside the prince george's county administration building to protest maryland ballot question 7. it would greenlight the plan for a casino in prince george county. >> they want the money to be used for schools, they would never applied to the bills. >> there's an ad on craigslist that raises questions about whether participants came to

not answered. >> d.c. council hoping voters will grant the spending of local tax dollars without budget approval. phil mendelson plans to introduce an amendment to the district of columbia charter. it has been 10 years since the d.c. sniper shootings began. john allen mohammed and lee boyd malvo terrorized the region before they were captured. they killed 10 people and critically injured more. mohammad was executed in 2009. malvo, a juvenile, was sentenced to six life terms. now a decade later in an exclusive interview with the washington post, he says his remorseful. but the incident still brings up emotions for some residents. >> it was terrible. everybody was scared to go out of the house. he was shooting people for no reason. >> one of the victims we spoke with believes malvo has changed

visibility was down to almost nothing. the rain in the district is about a half-inch so far. the temperatures have been very warm throughout the day in the 60s and low 70's. let me show you some other rainfall totals. over an inch and an actor in germantown. almost an inch and a half in remington. centreville, over an inch of rain. more rain will be coming. looking at the satellite and radar, you can see a cluster of brain that's well off to our north. down to our south, there's a break. so you can see it is a little bit more spotty. we will get into the warm sector of this system. there's an area of low pressure lifting up to the north. as it does, we will see temperatures increasing the next couple days. today's forecast, cloudy, scattered showers, 74-78 degrees. tonight, a few leftover showers
